V0GTLE READINESS REVIEW - INTERIM REVIEW QUESTIONS - MODULE NO. 8

" STRUCTURAL STEEL" We have completed an initial review of the subject module which you submitted to us on November 25, 1985, for evaluation.

As a result of this initial review, the following additional questions and comments have been generated which need clarification and a written response.

Comments are also provided for commitments determined to be acceptable.

Commitments Requiring Clarification or Correction 1.

Commitment 1854.

Nondestructive examination of primary containment liner welds.

A.

The applicant has chosen to substitute:

1) surface examination for volumetric examination of the liner welds, 2) checking of the bubble test solution every four hours rather than hourly, and 3)

ASME Section III Subsection NE 5320, " Radiographic Acceptance Standard", and NE 5320, " Liquid Penetrant Acceptance Standards" in lieu of radiography, ultrasonic and magnetic particle testing.

B.

The applicant has not provided the rationale for the use of penetrant testing in lieu of magnetic particle or volumetric examination.

Commitment 1558.

Regulatory Guide 1.71, Welder qualification for areas of limited accessibility The applicant has not included this guide in Module 8.

A rationale should be provided.

3.

Commitment 1101.

Conformance of materials and fabrication of containment reactor -liner plate, thickened liner plate liner and embeds at el.169 with ASME Section III, Division I;Section V; Section VIII, Division I;Section IX 1971 thru 1973 Summer addenda.

The licensee is in conformance with the ASME 1974 Code through the Summer 1975 addenda,'rather than 1971 edition through 1973 Summer addenda.

The commitment matrix should be revised to reflect the actual docketed commitment.

Commitment 1968.

Conformance of nondestructive examination of containment liner plate welds to Regulatory Guide 1.19.

The licensee does not conform with Regulatory Guide 1.19 because of substitution of liquid penetration for magnetic particle inspection or volumetric inspection.

See item 1. above.

5.

Commitment 1970.

Conformance of Charpy V notch testing of containment thickened liner plate with ASTM A593-72.

A search of ASTM specifications led us to the conclusion that ASTM A593-72 does not exist. The intended specification should be clarified.

6.

Commitment 1971.

Conformance of containment penetration sleeves to Charpy V notch testing to same as referred to in FSAR 3.8.1.6.4.8.

There is'no 3.8.1.6.4.8.

There is, however, a 3.8.1.6.4 B which requires impact testing to the ASME Section III Division Subarticle NE 2320.

The commitment-is acceptable provided the typographical error is corrected.

7.

Commitment 1149.

Conformance of materials of containment. internal structure and exposed mechanical fastener in refueling canal to corrosion resistant stainless steel ASTM A240 Type 304 L or equivalent.

The equivalent to 304 L should be specified.

The use of 304 L as a fastener material would be an unusual material.

I&E should verify actual bolting used since FSAR 3.8.3.6.1 vaguely indicates that an equivalent to 304 L has been used.

Commitment 2806.

Conformance of fracture toughness testing of penetration sleeve assemblies to ASME III Division I Subsection NE 1971 Edition thru Summer 73 Addenda.

Penetration sleeves in the containment basement are in conformance with ASME Section III Division.I Subsection NE 1971 Edition through Summer 71 Addenda:

sleeves for electrical penetrations are to the 1971 Edition Summer 75 Addenda.

The commitment matrix should be revised to reflect the actual docketed commitment.

9.

Commitment 1830.

Conformance of_ welding of ' containment penetrations sleeve to flued head (or immediate* [ sic] sleeve for flued heads equipped with intermediate sleeve) with ASME Section III Subsection NE Class MC.

Containment penetrations sleeve to flued head (or intermediate sleeves for flued heads equipped with intermediate sleeves) are welded in accordance with ASME Section III Subsection NE Class MC which calls for 100%

radiography.

Also, IEB 80-80 should be revised to read IEB 80-08.

  • "immediate" is probably a typo for intermediate".

The applicant is in general compliance with most of the guidelines set forth in Regulatory Guide 1.31.

The applicant is in conformance with this guide.

12.

Commitment 1572.

Regulatory Guide 1.85 Materials Code Case A:ceptability.

The licensee is in compliance with this guide.

13.

Commitment 811.

Conformance with 10 CFR 50 Appendix A GDC 51.

The licensee is in compliance with GDC 51.

14.

Commitment 1102.

Conformance of materials and fabrication of the 1/4" basemat liner plates, cylinder and wall dome lines plate, support brackets and integral penetrations to ASME Section III Division I Subsection NE,Section V; Section VIII Division I; and Section IX 1974 thru Summer 1975 Addenda.

The licensee conforms with the above.

15.

Commitment 1954.

Conformance of containment anchor Nelson Studs type H 4 with ASTM A108.

-Nelson concrete anchor studs conform to ASTM A108 (FSAR 3.8.1.6.5.0) 16.

Commitment 1955.

Conformance of containment liner unistruts with ASTM A570 Grade C.

Containment anchor unistruts conform to ASTM A570 Grade C (FSAR 3.8.1.6.5 F).

17.

Commitment 1956.

Conformance of containment liner heavy hex nuts for high strength bolts to ASTM high Grade 2 H.

Containment liner heavy hey nuts for high strength bolts conform to ASTH A194 Grade 2 H (FSAR 3.8.1.6.5 G) 18.

Commitment 1957.

Conformance of containment liner hardened washers to ASTM A325 Rockwell C 38 hardness.

Containment liner hardened washers conform to ASTM Rockwell C38 hardness (FSAR 3.8.1.6.5 H).

Containment structural steel, such as liner plate angle, flat bar, and channel. stiffeners; support brackets not penetrating liner plate; framing backing and tie rods; embedded floor beams; backing strips and leak chase system channel and angles all conform to ASTM A36 (FSAR 3.8.1.6.6 A).

Conformance of ultrasonic inspection of containment thickened liner plate to ASME SA-435.

Containment thickened liner plate is ultrasonically inspected to ASME SA-435 because the plate is procured to SA 516 grade 70 thru reference to ASME SA 20 which requires'ASME SA-435 for ultrasonic testing.

23.

Commitment 1973.

Conformance of ultrasonic testing of floor plates greater than 1/4 inch.

All liner plates greater than 1/4 inch thick are ultrasonically tested in conformance with ASME SA 435.

24. Commitment 1992.

.Conformance of the QC program for shop and field welds to ASME Code Articles NE 4000 and 5000 and NC 4000 and 5000.

Conformance of containment flued head to sleeve weld (for penetrations with intermediate sleeves) to ASME Subsection NC 5200 and 5320 foi' radiography and acceptance.

Containment flued head to sleeve welds are 100 percent radiographed in the vendor's shop to ASME subsection NC 5:00 and 5320 for radiography and acceptance.

Please review these comments and questions and provide a written response.

Your input is requested to be received as soon as possible due to current NRC review schedule objectives.

In view of these review schedule requirements, we also request a telecon for clarification and explanation of these questions as soon as you are prepared to respond.
