Subject:
Technical Specification Amendments to D. C. Power Sources and Onsite Power Distribution for McGuire Nuclear Station.
NRC staff is having difficulty in providing a Federal Register Notice regard-ing McGuire Nuclear Station, Units 1 and 2, concerning technical specification changes for D.C. power sources and onsite power distribution. The reason for this difficulty is that the no significant hazards consideration (NSHC) anal-ysis is deficient. Analysis of changes in probability and risk assessment pursuant to relaxation of surveillance requirements was not submitted in your amendment request.
l 10 CFR 50.91(a)(1) requires that licensees requesting an amendment provide an analysis using the standards in 10 CFR 50.92 (the three factor test) pertain-ing to the NSHC. As mentioned above, it is difficult to draw the conclusion of NSHC when using a " lumped" analysis for multiple changes.
Each of the three criteria in 10 CFR 50.92 should be addressed separately and directly.
Approval of the proposed changes requires that you revise the Justification and NSHC portions presented in your August 30, 1985 proposal with a NSHC which satisfies 10 CFR 50.91(a)(1).
