SUBJECT:
INTERVIEW WITH BEAU ROSS ON AUGUST 15, 1984 At noon on August 15 I received a call from Beau Ross who wished to know how to contact the " Regional Director" in order to discuss dissatisfaction with the resolution of his grievance against Duke. After discussion, he agreed to talk with me first and we set up an interview in my office for 2:00 p.m. on August 15.
I then attempted to call you but was unable to reach you.
I then called Brad Jones, who subsuquently returned my call.
Brad was joined by Bob Martin and they gave me guidance for the interview.
I will not attempt to construct a well written description of a lh hour interview, but will try to get across the salient points.
I determined early on that the interview should be an open, friendly conversation with as much candor as possible, and that's the way it was conducted.
The items discussed were as follows; (Ross's positions, as given, are not quotes.)
1.
Duke was found quilty of harassment and intimidation but nothing was done to them:
Response; The final report is not in; they may well have a violation cited for harassment and intimidation.
If so, they won't like that. As you agreed, it is 'a safe plant, so there is no cause for witholding a license.
2.
No action was taken, no one was fired.
Response
There is always two sides to a problem.
Duke might agree with your positions to some extent, but not feel it necessary to fire anyone.
3.
NRC has caused h-igh ranking people to be fired at other sites.
Response: If such pressure has been applied by NRC it was because of an unsafe plant: Catawba was not judged unsafe by you or NRC.
4.
Duke was found guilty but they won't admit it.
Response
You accomplished your aims in getting procedures revised, easier access to management, and attention to other probl ems. Why is it necessary to rub Duke's nose in it?

I believe I lost money on raises by those bad appraisals.
Duke should make that good.
Response
You know NRC can do nothing about that.
- Besides, Duke management has the opinion of.several supervisors who do not agree with your evaluation of your performance.
No one is apt to be completly right.
Kim VanDodo told me you are an excellent man technically.
If you do a good job, you'll probably get the raises,in time.
(Ross responded that George Grier had told him the same thing).
6.
Charles Baldwin is going to be transferred to Oconee.
If he, Ross, is assigned to report to Baldwin, he will consider that to be intimidation and harassment.
Response: Jim Brackett (Senior QA Engineer, Oconee) and George Grier have individually come to my office to talk about you.
They both expressed determiniation to see that you have a clean, new start at Oconee, with Catawba forgotten. Ti{irconcern was that I might interfere with this.
I assured them that I want the same thing.
Based on those meetings, I do not believe they will assign you to Baldwin.
7.
Could you talk to Grier and Brackett about the matter.
Response: No, I cannot advise them about personnel assignments.

You have a lot of clout with them. Any words you mentioned to them would be understood.
Response
I don't believe they would assign you to Baldwin because they want the past forgotten.
In conclusion, Ross is not happy about his treatment; he feels he was wronged and restitution has not been made.
I believe I got him to look, to some extent, at both sides of the ques + ion.
I encouraged him to let the past die and enjoy his new life.
He is happy to be stationed at Oconee.
Ross understands that}there is nothing that NRC can do for him on the Catawba issue.
He appear,ed to realize that pur$t through the Department of Labor, at this time, might bring him more stress and grief than any results would be worth. He did state that he might write a "no request for action" letter to Department of Labor to inform them of the past, as reference, in case he believes that intimidation begins at Oconee.
Ross lef t me, apparently, more relaxed and in a better frame of mind.
At that time, I believe he did not intend to initiate any action other than possibly the letter, as described, to Department of Labor.
