SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)

REPORT NOS. 50-317/96-99 AND 50-318/96-99

Dear Mr. Cruso:

This letter forwards the Calvert Cliffs Nuclear Power Plant, Unit Nos.1 and 2 SALP report

for the period May 14,1995, to October 19,1996 (Enclosure 1). This SALP was

conducted under the revised SALP process that was implemented by the Nuclear

Regulatory Commission (NRC) on July 19,1993. The revised SALP process rates

licensees in four functional areas: Operations, Maintenance, Engineering and Plant

.

Support. The plant support area includes: Radiological Controls, Security, Emergency

Preparedness, Fire Protection, Chemistry and Housekeeping.

The NRC noted Calvert Cliff's overall performance improved during the SALP period. There

was strong management involvement in and oversight of plant activities. Management

actions consistently reflected a strong safety perspective. Self-assessment was effectively

,

used to achieve performance improvement goals. Management was effective in addressing

j

problems identified in the previous assessment period. This included steps to improve

reactivity management and reduce the frequency of automatic plant trips. The

performance of both the on-site and off-site safety committees continued to be strong as

evidenced by consistently comprehensive reviews, questioning attitudes and strong safety

perspective.

Operator performance continued to be strong and appropriately focused on reactor safety.

Outage activities were well coordinated and safely conducted. Major maintenance

evolutions were effectively managed, the number of maintenance-related events decreased

and the maintenance backlog was reduced. System engineering and design activities

continued to contribute effectively to station safety performance as evidenced, for

example, by strong support of the station's trip prevention efforts and normally timely

resolution of emergent equipment problems. The licensee also implemented a significantly

improved ALARA program.

However, some equipment reliability problems affecting plant operations occurred during

the period emphasizing the need for continuing efforts toward improving equipment

performance. Salt water and service water system design related weaknesses challenged g

plant operations and maintenance staffs; efforts underway to address these issues are

important. Also, problems occurred related to weakness in the oversight and control of

off-site maintenance work groups. Further, a need for improvement in the procurement

program was demonstrated by problems noted in the delivery to the job site of incorrect or

incorrectly labeled parts.

Enclosure 2 provides the schedule and basis for the NRC inspections of your facility

planned for the next year. We willinform you of any changes required to the attached

inspection schedule. The routine resident inspection effort is not included in this schedule.

We have scheduled a management meeting with you to discuss our assessment. The

meeting will be held at 12:30 p.m. on December 13,1996, at the Calvert Cliffs Nuclear

Power Plant Visitors Center and will be open for public observation. At the meeting, you

and your staff should be prepared to discuss our assessment and any initiatives you plan to

take to address the issues identified in our assessment.
