Subject: Technical Specification Comparison (Report 50-423/85-37)

This forwards the enclosed NRC contractor report of a comparison of draft Millstone

3 Technical Specification provisions and the Millstone 3 facility.

That sampling

'

comparison was based on a selection from the more significant contribLtors to risk

identified in your Probablistic Safety Study for Millstone 3.

The pre

ninary

!

results of the comparison were discussed with Mr. Crockett and other - ' cc of

your staff on July 19, 1985.

Overall, this comparison concluded that the Technical Specifications and implement-

ing procedures are compatible with the as-built plant, consistent with the present

stage of development of the Technical Specifications and procedures.

As the report

illustrates, however, a substantive amount of refinement of Technical Specification

and SAR provisions remained to be accomplished at the time of the comparison, as

did a considerable amount of procedure development. We will use the report as a

-

reference in our inspection efforts, and significant aspects will be pursued fur-

ther through our ongoing inspections of facility testing and conformance to NRC

requirements and your commitments.
