REVIEW OF POINT BEACH NUCLEAR SECURITY PLAN CHANGE f

.; This letter acknowledges receipt of your letter dated September 29,1995, from Mr. G. J. Maxfield, Plant Manager, Point Beach Nuclear Plant, which transmitted changes m
- to the Physical Security Plan for the Point Beach Nuclear Plant, submitted under the
. provisions of 10 CFR 50.54(p).
J Our review determine that one change appeared to be inconsistent with the criteria of 10 CFR 50.54(p)'and in accordance with NRC Generic Letter 95-08, dated October 31,1995, that change was referred to our Office of Nuclear Reactor Regulation (NRR) for evaluation. '
j We have completed our review and provided the attached evaluation.
Our evaluation concluded that your changes identified in Section 1.1.2 of Chapter 2.1,
" Vehicle Barrier Installation" of your security plan lacked sufficient detail for determining l
whether the changes met the criteria of 10 CFR 50.54(p). These changes may be clarified or submitted pursuant to 10 CFR 50.90. Specific comments are contained in the 3
enclosure to this letter.
Regarding your other changes, based on your determination that the changes do not f
decrease the overall effectiveness of your security plan and after limited review of the changes, no NRC approvalis required,in accordance with 50.54(p). Implementation of l
these changes will be subject to inspection to confirm that the changes have not decreased the overall effectiveness of your security plan.
