CONFIRMATORY ACTION LETTER This is in reference to an exit meeting on November 15,1996, between you and your staff with Messrs. T. Pham and D. Whaley of this office and C. Hughey of NRC's Region il office concerning operations in your facility involving the unloading of unirradiated fuel assemblies. This meeting resulted from your notification of the NRC Operations Center and i
the Region 11 n'fice on November 13,1996, of an unaccounted for low enriched fuel i
assembly whicn had been received from Griefswald, Germany, which was inadvertently returned to its point of origin in Germany. Based on the November 15,1996, meeting and the telephone conversation on November 19,1996, between you and Dr. Michael Bell, Acting Director of the Division of Fuel Cycle Safety and Safeguards, and other members of my staff, it is our understanding that you have taken or will take the following actions which will be completed by the dates specified:
An analysis and determination of the root cause for the reported event will be provided to the NRC by November 27,1996.
An action plan describing the schedule of implementation and completion for e
the corrective actions will be provided to the NRC by November 27,1996.
1 Prior to next receipt, procedures will be developed for the receipt, unloading, j
e material accounting and transfer to storage of such fuel assemblies, and submitted to NRC for review, to ensure NRC has no objection to t ese h
procedures.
Pursuant to Section 182 of the Atomic Energy Act,42 U.S.C. 2232, and 10 CFR 2.204, you are required to:
