Seabrook Station License Amendment Request 96-19 Technical Snecification Section 6.0. Administrative Controls North Atlantic Energy. Service Corporation (North Atlantic) has enclosed herein License Amendment Request (LAR) 96-19. LAR 96-19 is submitted pursuant to the requirements of 10CFR 50.90 and j

10CFR 50.4.

LAR 96-19 proposes organizational changes to Technical Specification Section 6.0, " Administrative Controls" and changes to the approval title for the " Station Qualified Reviewer Program". The proposed changes will accomplish the following:

1. Ensure that TS 6.0, " Administrative Controls" accurately reflects the current North Atlantic Management organization and their assigned duties as previously reported to the NRC.

Ensure that TS 6.0, " Administrative Controls" accurately reflects the proper titles for the Station Director, Shift Manager, Nuclear Systems Operator and crewperson.

3. Changes an incorrect reference from TS 6.4.2.7 to 6.4.3.7.

This reference correction was inadveitently omitted in License Amendment Request 93-20, dated January 14,1994 and i

approved by the NRC on January 26,1995 in Amendment 34 to the Facility Operating License.

In TS 6.4.2, " Station Qualified Reviewer Program" clarifies th'e term " Manager" to mean any

" department head". Some department heads have the title of supervisor.

LAR 96-19 has been reviewed by and approved by the Station Operation Review Committee and the Nuclear Safety Audit Review Committee.

I As discussed in the enclosed LAR Section IV, the proposed changes do not involve a significant hazard consideration pursuant to 10CFR 50.92. A copy of this letter and the enclosed LAR have been forwarded to the New Hampshire State Liaison Officer pursuant to 10CFR 50.91(b). North Atlantic requests NRC review of LAR 96-19 and issuance of a license amendment by July 7,1997 (see Section V enclosed).

DETERMINATION OF SIGNIFICANT HAZARDS FOR PROPOSED CHANGES Refer to the enclosed determination of significant hazards for the proposed changes to the Technical Specifications addressed by this license amendment.

V.

PROPOSED SCHEDULE FOR LICENSE AMENDMENT ISSUANCE AND EFFECTIVENESS North Atlantic requests NRC review of License Amendment Request 96-19 and issuance of a license amendment by July 7,1997, having immediate effectiveness and implementation required within 60 days.

VI.

ENVIRONMENTAL IMPACT ASSESSMENT North Atlantic has reviewed the proposed license amendment against the criteria of 10CFR 51.22 for environmental considerations.

The proposed changes do not involve a significant hazards consideration, nor increase the types and amounts of effluent that may be released offsite, nor significantly increase individual or cumulative occupational radiation exposures. Based on the i

foregoing, North Atlantic concludes that the proposed change meets the criteria delineated in 10CFR 4

51.22(c)(9) for a categorical exclusion from the requirements for an Environmental Impact Statement.

A.

INTRODUCTION Northeast Utilities (NU), implemented changes in its Nuclear Organization on October 1,1996. The NU Nuclear Organization changes were reported to the Nuclear Regulatory Commission, (NRC), in i

a letter dated October 3,1996. Additional organizational changes were announced in January 1997 to be effective February 1,1997. In response to these organizational changes, North Atlantic hereby proposes conforming changes to the Seabrook Station Technical Specifications.

In addition to the organizational changes, North Atlantic has implemented and proposes additional changes to Technical Specification, Section 6 to incorporate title changes for the Station Manager (currently Station Director); Shift Superintendent (currently Shift Manager); Auxiliary Operator (currently Nuclear Systems Operator), and to change the term " crewman" to "crewperson" to make it gender neutral.

In addition to the changes identified above, North Atlantic proposes to revise Technical Specification 6.4.2, " Station Qualified Reviewer Program" to include the use of" designated department head" in lieu of" managers" to approve procedures that are reviewed under the " Station Qualified Reviewer Program" B.

SAFETY ASSESSMENTS OF PROPOSED CIIANGES The organizational changes being proposed in this license amendment request are administrative and editorial in nature.

These changes reflect a recently announced Northeast Utilities (NU) organizational change that became effective on October 1,1996 and additional organizational

changes announced in January,1997. The NU Nuclear Organizational changes from October were reported to the Nuclear Regulatory Commission, (NRC), in a letter dated October 3,1996. 3e changes approved in January,1997, represent a minor variation from those changes reported to the NRC in October,1996. The changes include, a title change for the Senior Vice President to Executive Vice President & Chief Nuclear Officer: The duties for the Executive Director-Nuclear Production have been assumed by the Executive Vice President & Chief Nuclear Officer. Other changes as the result of promotions include title changes for the Station Manager to Station Director; Shift Superintendent to Shift Manager; Auxiliary Operator to Nuclear Systems Operator. One additional change was the term crewman to crewperson to make it gender neutral. These proposed changes have no impact on the probability or consequences of any design basis accident nor are any new accidents created. These changes have no detrimental impact on public health and safety.

This proposed change to the Station Qualified Reviewer Program is an administrative change. The change replaces the term " Manager, (shown in both upper and lower case throughout TS Sections 6.4.2 and 6.7.3) with the terms " department head" or " designated department head." Many department managers are actually Supervisors and this change will assign responsibility to the l

correct departmental position. This change has no detrimental impact on public health and safety.
