SUMMARY
OF MEETING WITH NUCLEAR ENERGY INSTITUTE (NEI),
INSTITUTE OF NUCLEAR POWER OPERATIONS (INP0). AND INDUSTRY REPRESENTATIVES The Nuclear Regulatory Commission (NRC) staff met with NEI, INPO, and industry representatives at NRC Headquarters on January 30, 1997 to discuss NRC's evaluation of sample data from INP0's Safety System Performance Indicator (SSPI) System.
Attached are the list of meeting attendees and meeting handouts.
The industry has proposed that SSPI data be provided to NRC as a voluntary approach in lieu of NRC's proposed reliability data rule.
SSPI data would be used with data from other sources such as NPRDS and LERs to support PRA applications and risk informed regulatory applications.
At the meeting, NRC staff presented the basic data requirements for PRAs, their findings from the evaluation, problems in using SSPI information to obtain these data, and potential resolutions. The two major issues concern 1) using the data to determine component failures and demands to estimate demand unreliability and
- 2) obtaining run times for computing the operating failure rate for equipment with long mission times.
The NRC staff and its consultants were unable to make credible equipment reliability estimates from the SSPI data without substantial additional information and clarification from licensees.
Additional issues relate to not reporting unavailability for installed spares and redundant trains, reporting return to service test demands, consistency in failure reporting, the need for good failure descriptions, and the limited number of systems covered in the current scope of SSPI.
Mr. Pietrangelo of NEI indicated that industry understood the problems and he believed that the t
problems could be fixed.
INP0 also briefed NRC on the status of the Equipment Performance and Information Exchange (EPIX) System, the replacement for NPRDS.

. NRC and industry agreed to a working level meeting in February to clarify data issues that may have resulted from a misunderstanding or improper implementation of SSPI guidance.
NEI and INPO will consider approaches to correct current limitations in SSPI data that could make it more suitable for performing reliabilit; and risk analysis. They plan to present their proposals by early March.
A recommendation from the NRC staff to the Commission is due in April.
