e Coccission has not yet acted on the advice contained in this paper and, as a predecisional document, it is not available to the public.
In addition, this document is directly related to the Office of Investigations (OI) report that was forwarded to you by our General Counsel in a letter dated June 8,1984 (copy enclosed).
As with the UI report, premature public release of the infomation contained in the Comission paper could harm or frustrate the efforts of the Justice Department in this matter.
You recognized in your letter of March 3,1983 that many Cocnission '
papers are.not available to the public and should not be.
In accord-ance with the agreenent that we have with you, this document should be restricted to the members and staff of the Subcoccittee and should not be made public in whole or in part.
