MEETING SUf91ARY - DOCKET NO. 50-416 This letter refers to the meeting conducted at my request at your office in New Orleans, Louisiana on November 14, 1983.

This meeting was held to discuss the readiness and overall status of the Grand Gulf Nuclear Power Station, a facility of the Mississippi Power and Light Company.

The attendees and the information discussed at this meeting are summarized in the Enclosure.

It is my opinion that this meeting was beneficial in that it provided you a better understanding of the status, as iewed by the NRC, of the Grand Gulf facility and the actions belie by the NRC to be necessary to resolve continuing problems, particui rly in the areas of training and operational experience.

SLM4ARY OF MEETING OF NOVEMBER 14, 1983 l.

Agenda Items The following matters were discussed at the meeting in the offices of Middle South Utilities in New Orleans, Louisiana on November 14, 1983:

a.

A summary review of significant inspection results since the previous meeting with Middle South Utilities on November 2,1982.

A report of that meeting is contained in our letter dated November 15, 1982.

b.

A discussion of nuclear-related training conducted by MP&L.

The discussion included identified training deficiencies, errors in existing docisnentation and incomplete training records.

c.

A discussion of nuclear personnel losses and the need for experienced personnel at the Grand Gulf facility, the Corporate Offices of MP&L and the offices of Middle South Utilities'.

d.

A discussion of outstanding licensing issues relating to hardware (e.g..~ diesel generators, specific relays and electrical breakers).

e.

A discussion on the need for additional corporate attention to the areas identified in the above paragraphs.

f.

A discussion of steps the NRC plans to take, prior to a recommiendation for a full power li. cense, to assure the operatior.a1 readiness of the Grand Gulf facility.

The meeting was a project status report, as viewed by the NRC, i

delivered by the Regional Administrator of Region II.

~ exchange of information took place between the attendees.

4 It was the view of the Regional Administrator that the meeting was valuable. Mr. Lewis, Chaiman and Chief Executive Officer, Middle South Utilities, and Mr. Lutken, President and Chairman of the Board, Mississippi Power & Light Company, made it very clear that their organizations were dedicated to safety and that the safe and reliable operation of their nuclear facilities was their highest priority.
