Region-Based Inspection 50-423/85-23 (5/20/85 - 6/14/85)
This letters forwards NRC findings from a routine safety inspection of the Mill-
stone Nuclear Power Station, Unit No. 3.
These findings have been discussed with
Mr. J. Crockett of your staff.
During this inspection, testing and flushing evolutions resulted in flooding in
part of the Service and Control Buildings.
This event was found to involve a vio-
lation of NRC requirements as cited in Appendix A of this letter.
Please reply
to that violation in accordance with the instructions in Appendix A.
In addition,
since a number of flooding events have recently occurred, please address in your
reply _the apparent lack of control over related activities.
The time between es-
tablishment of conditions for an activity and the actual performance of that acti-
vity may be a significant factor in this and other cases. We note that our June
19, 1985 letter to you identified that aspect as a potential problem in regard to
maintenance.
