Pursuant to 10 CFR 50.54 (a) (3), Commonwealth Edison Company (Comed) is transmitting a resision to its Quality Assurance Program Topical Report, CE-1-A. The new revision is 65c dated October 16,1996. The revision transfers specific portions of the Dresden and Quad Cities Technical Specifications to the Comed Topical Report to meet an administrative commitment resulting from the Technical Specification Upgrade Program.
A general description of the change and its basis is included in Attachment A. Specific changes ta the Topical Report are included in Attachment B. Copics of the Dresden and Quad Cities Technical Specifications, marked-up to show transition verbiage, are included in Attachment C.
It is Comed's position that the change does not reduce commitment and that it is in full compliance with the requirements of 10 CFR 50 Appendix B. Comed will implement the change immediately.

Channes to Sections 5 and 17 of the Comed OA Tonical Report Description and Basis of the Current Requirement The Administrative Controls Sections of the Dresden 2 & 3 and Quad-Cities 1 & 2 Technical Specifications (Section 6) contain requirements for the technical review and control of procedures and programs, temporary procedure changes, and retention

requirements for plant o serating records. The bases for these requirements are found in 3
various Regulatory Guic es, Industry Standards, and the Code of Federal Regulations.
Description of the Revision The change transfers these requirements from the stations' Technical Specifications to the Comed QA Topical Report (QATR). Specific transfers are as follows.
- 1. Dresden 2 & 3 Technical Specification Section 6.2.B is transferred to QATR Section 5, Article 3.3.1.
- 2. Dresden 2 & 3 Technical Specification Section 6.2.C is transferred to QATR Section 5, Article 3.3.2.
- 3. Dresden 2 & 3 Technical Specification Section 6.5.A is transferred to j
QATR Section 17, Article 3.10.1.
- 4. Dresden 2 & 3 Technical Specification Section 6.5.B is transferred to QATR Section 17, Article 3.10.2.
- 5. Quad-Cities Technical Specification Sections 6.2.C is transferred to QATR Section 5, Article 3.3.1.
- 6. Quad-Cities Technical Specification Section 6.2.D is transferred to QATR Section 5, Article 3.3.2.
- 7. Quad-Cities Technical Specification Section 6.5.A is transferred to QATR Section 17, Article 3.10.1.
- 8. Quad-Cities Technical Specification Section 6.5.B is transferred to QATR Section 17, Article 3.10.2.
Because the Dresden 2 & 3 and the Quad-Cities 1 & 2 Technical Specifications were not identical in all verbiage, some minor editorial changes were necessary in the transfer. The changes are noted on marked-up copies of the Technical Specifications in Attachment C.
Bases for the Change The administrative control requirements were transferred from the Dresden and Quad-Cities Technical Specifications to meet an administrative commitment resulting from the Technical Specification Upgrade Program. (
