SUBJECT: NRC INSPECTION REPORT 50-285/96-07 AND NOTICE OF VIOLATION
Dear Mr. Patterson:
-
An NRC inspection was conducted August 19-23,1996, at your Fort Calhoun Station
reactor facility. The enclosed report presents the scope and results of that inspection.
Additionally, on August 26 and September 6,1996, telephonic conversations were held
between representatives of this office and representatives of your staff.
The Fort Calhoun Station access authorization program was examined during the
inspection inspection activities consisted of selective examinations of procedures and
representative records, interviews with personnel, and observation of activities in progress.
During the inspection two violations of NRC requirements were irP ntified. These violations
are cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding
the violations are described in detail in the enclosed report. The NRC has concluded that
information regarding the reason for Violation A, and the corrective actions taken to correct
the violation and prevent its recurrence, have already been adequately addressed.
Therefore, you are not required to respond to Violation A unless the description therein
does not accurately reflect your corrective actions or your position, in that case, or if you
choose to provide additionalinformation, you should follow the instructions specified in the
enclosed Notico. You are required to respond to Violation B and should follow the
instructions specified in the enclosed Notice when preparing your response. The NRC will
use your response, in part, to determine whether further enforcement action is necessary
to ensure compliance with regulatory requirements.
It is our understanding that, during the August 23,1996, exit meeting that the Manager,
Nuclear Services stated that Omaha Public Power District would audit the security
background investigation files for allindividuals currently granted unescorted access
authorization to your plant, as discussed in Section S1.2 of the enclosed inspection report.
Please confirm this regulatory commitment in writing within 30 days of the date of this
letter that our understanding of this commitment is correct.

its enclosures, and your response to Violation A (should you choose to provide a
