Inspection 50-334/85-11
This refers to our letter of April 29, 1985, forwarding to you the results of
resident safety inspection 50-334/85-11, at the Beaver Valley Power Station, Unit
1 Shippingport, Pennsylvania.
In that inspection, an apparent violation of NRC
fire protection requirements, as contained in 10 CFR 50 Appendix R, was identified.
At that time, it was indicated that the technical significance of this problem was
undergoing evaluation.
The Region I staff has since completed that evaluation.
In performing this evaluation, we have noted that the plant specific configuration
resulted in the two adjoining fire areas containing redundant emergency diesel-
generator power cables which could have been lost due to a fire in these adjoining
,
'
fire areas (CS-1 and CS-4) in that there were no fire dampers in the connecting
ductwork.
Thus, safe shutdown capability could have been lost.
Therefore, this
failure to meet regulatory requirements had more than minor safety significance.
This violation was identified by Duquesne Light Company during a Quality Assurance
Audit in December 1984, but appropriate corrective actions were not taken until
licensee personnel knowledgeable of specific fire protection requirements became

aware of the finding and initiated such actions on February 20, 1985.
That repre-
sents slow initiation of corrective actions dictating that an NRC citation be is-

sued for the violation.
You are required to reply to this violation in accordance
l
with the instruction in the enclosed Notice of Violation (Appendix A).
The responses directed by this letter and the accompanied Notice are not sbbject
to the clearance procedures of the Office of Management and Budget as required by
the Paperwork Reduction Act of 1980, PL 96-511.
