nt Provisions of ASME Code Case N-461" dated March 6, 1992 (LIC-92-074R)

Gentlemen:

SUBJECT:

Request for Interim Relief on Examination Requirements of Reactor Coolant Pump (RCP) Casings Pursuant to 10CFR50.55a(g)(5)(he requirements of Table IWB-2500-1 of ASME iii), Omaha Public Power District (0 PPD) requests interim relief from t Section XI, 1980 Edition, Winter 1980 Addenda (Reference 2).

The requirements concern the performance of a RCP casing weld examination (Item B12.10) and a RCP casing internal surface visual examination (Item B12.20)ISI) interval.during the fort Calhoun Station (FCS) second ten-year inservice inspection (

On March 6,1992, OPPD submitted a detailed request for relief (Reference 5) from the requirements of Table IWB-2500-1 based on implementation of Code Case N-481 (Reference 4).

OPPD's implementation of Code Case N-481 proposes 2 alternative examinations that will require NRC approval through a safety evaluation report (SER). However, during a meeting on October 21, 1992 the NRC Project Manager informed OPPD that this SER will not be issued until-March 1994 or later.

Because the FCS second ten-year ISI interval ends in September 1993, OPPD requests interim relief from the required exams for items B12.10 and 812.20 until the SER is issued for the Reference 5 relief request, Based on the Station RCP casing integrity will be retained (Reference 3), the fort Calhoun analyses performed in Topical Report CEN-412 for 175 years under expected service conditions.

Thus, interim relief from the examinations as requested will not significantly affect plant equipment or the health and safety of the public and plant personnel, while saving substantial radiation exposure to personnel as noted in the Reference 5 submittal.
