Organization.

I

!L Responsibility for the Quality Assurance (QA) Program prescribed by 10 CFR Part 71 rests with CO, NAVEODFAC. Design and fabrication shall not be conducted under this QA Progran. The QA Program is implemented through the following organizational structure.

Quality Assurance Program.

.c The Commanding Officer establishes and implements the NAVEOOFAC QA I

Program. NAVEODFAC instructions require that all personnel carrying out

l QA functions are properly trained and certified prior to engaging in j

h such functions. Revisions to the QA program will only be made with the W-Commanding Officers approval. All aspects of the QA Program will be b'

carried out in accordance with the established written procedures to insure that only authorized packaging containers, packaging precedures, i

testing, handling, and shipping methods are used in the process of preparing and shipping special form radioactive material.

The Radiation Safety Officer will insure that only radioactive shipping containers approved by the Nuclear Regulatory Commission are utilized by this command. Manufacturers written certification of shipping container design and construction will be on file to satisfy Nuclear Regulatory Commission requirements.

Document Control.

Handling, Storage, and Shipping.

All handling, storage and shipping of special form radioactive k

material under the control of NAVEODFAC will be in accordance with T

written safety procedures. Shipments will not be made unless all tests,

certifications, acceptances, and final inspections have been completed.

Working instructions, developed with safety formost in mind will be L.

provided for all handling, storage and shipping operations.

Radiography personnel will perform the critical handling, storage and shipping operations until packages are transferred to an approved carrier for transport.

5.

Inspection, Test, and operating Status.

Inspection, test and operational use of containers for certain special form radioactive material will be controlled by written procedures.

Status will be indicated by tag, label, or marking, and by a log entry.

Radiography personnel will perform the inspections and tests as l

I required, in accordance with written procedures. The Radiation Safety Officer shall ensure that these procedures are performed.

i operations, audit results, personnel training and certification, and I

O shipments and receipts will be maintained.

These records will be maintained in a manner that will allow positive identification and ready access. A list of the records and their location will be maintained by the Radiation Safety Officer.

7.

Audits.

Audits of the QA program will be conducted on a regular basis using written check lists. Results of audits will be recorded and reported to CO, NAVEODFAC. Audit reports will be used to show deficiencies, and to help make improvement in the QA Program. Audits will be conducted at least annually by other than radiographic division personnel.
