20510-0903 Dear Honorable Bob Graham; We are writing on behalf of the cjtizens of South Florida who are concerned that environmental caution may be being thrown to the wind in the aftermath of Hurricane Andrew.

Although we fully understand the tragic maan impact of the Hurricane, and in no way mean to undermine its severity,- we are concerned that

  • he government is not adequately addressing several critical issues that could potentially impact the environmental infrastructure that supports the health, safety and basic needs of the people of South Florida.

Issues that we respectfully ask ye' to address include:

TORKEY POINT I Why did several systems important to the health and safety of the public (such as fire protection, security /

surveillance, r:diation monitoring, warning sirens and communications) f ail during the Hurricane? Have these systems been reestablished? Is it credible to think that the Hurricane impacted population could have been evacuated during, or af ter, the storm if there was a nuclear accident at Turkey Point?

If not, should we replace the power supplied by Turkey Point with alternative sources of energy?

Finally, who is investigating the environmental impact of the oil spill that occurred at Turkey Point during the Hurricane?

OPEN BURNING OF CONSTRUCTION DEBRIS, YARD WASTE, GARBAGE -

While we understand the health necessity of the timely elimination of Hurricane, debris and other

wastes, we' question wheder alternatives. t'o open burning have been thoroughly investigated.

Have tb. health implications of open burning, which can release harmful respiratory irritants and chemicals, been addressed? What agency is monitoring the air and ground water to determine whether contaminants are being released, and whether there will be any future health impacts to the citizens?

What agency is monitoring to determine whether the already. stressed Everglades ecosystem is being adversely impacted by the open burning, including any mercury impacts from the burning of batteries?

Can we help the South Dade Farmers mulch and compost the yard debris currently being burned so that they can replace the top soil that blew away during the

Hurricane and begin to. grow new-crops?

Can we take some time.to stop and think abo.it the potential alternative.uses for some of the material being burned?

For example, can some of the wood be sent to other countries, such as Haiti, to be used as-firewood for fuel?

  • HOMESTEAD AIR FORCE BASE SUPERFUND SITE - The Homestead: Air l

Force Base is currently on the National Priorities List for the Superfund Program.

Has an inventory of any toxics on the base been performed?

Did any toxic materials enter the environment as a result of the storm?

Will the site be cleaned-up -before redevelopment begins?

EVERGLADES NATIONAL PARK - The Everglades National Park j

suffered widespread destruction-due to Hurricane. Andrew.-

The l

Visitor's Center in Florida City was destroyed and the habitat for j-the Endangered Florids Panther is gone.

In addition, with so many native trees down exotics can now enter the ecosystem much _ more l

quickly. Will you lead the effort to seek federal funds to restore this delicate ecosystem so dear to our hearts and so important to l

our future?

i We realize that the Hurricane clean-up is an enormous task and l

we sympathize with those who are suffering. However, we urge those responsible for the clean-up to take-a-moment to STOP_ AND THINK-i about the present and future environmental impacts of their actions j

so that we do not create any unforseen hazards in our haste to put Hurricane Andrew behind us.

As our Senator, we urge'you to explore _these-important issues and share with us the information that you obtain. - We also request a neuting with you to discuss these_ environmental' concerns as we L

begin to rebuild South Florida.
