UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 May 1, 2020 Mr. James M. Welsch Senior Vice President Generation and Chief Nuclear Officer Pacific Gas and Electric Company P.O. Box 56 Mail Code 104/6 Avila Beach, CA 93424
SUBJECT:
FINAL ENVIRONMENTAL ASSESSMENT FOR THE LICENSE RENEWAL OF THE U.S. NUCLEAR REGULATORY COMMISSION LICENSE NUMBER:
SNM-2514 FOR HUMBOLDT BAY INDEPENDENT SPENT FUEL STORAGE INSTALLATION (DOCKET NUMBER: 72-27)
Dear Mr. Welsch:
The U.S. Nuclear Regulatory Commission (NRC) staff has completed its final Environmental Assessment (EA) for the Pacific Gas & Electric Company license renewal request of the Humboldt Bay Independent Spent Fuel Storage Installation located on the Humboldt Bay Power Plant in Humboldt County, California. The NRC staff has concluded that approval of the proposed license renewal for a period of 40 years would not significantly affect the quality of the human environment. Accordingly, an Environmental Impact Statement is not required and a Finding of No Significant Impact (FONSI) is appropriate. Enclosed is the final EA and associated FONSI. This information will be published in the Federal Register on or about May 5, 2020.
In accordance with Title 10 of the Code of Federal Regulations 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of NRCs Agencywide Documents Access and Management System (ADAMS).
ADAMS is accessible from the NRC Website at http://www.nrc.gov/reading-rm/adams.html.
Other documents related to this action can also be found in the NRC PDR or ADAMS.
