Pags 3 1.0 Scope 1.1 Purpose The purpose of the CPSES Process Control Program is to establish the boundary conditions for the solidification, or dewatering, as appropriate, of radioactive wastes in order to provide reasonable assurance that the resultant products meet all applicable regulations concerning the waste form requirements as discussed in 10CFR61 and in the applicable burial site-specific requirements.
1.2 Applicability The CPSES Process Control Program shall be applicable to all processing of radioactive wastes at CPSES for the purpose of solidification or dewatering.
This program shall be approved by the NRC prior to its implementation. All future changes to this program shall be submitted to the SORC for approval.
Changes to this program shall be submitted to the NRC in the Semiannual Radioactive Effluent Release Report for the period in which the changes were made.
2.0 Definitions 2.1 Suitable Container - A suitable container may refer to either 55-gallon drums, liners (50 ft3, 100 ft, etc.), or any other type of packaging media that has been determined to be acceptable for the shipment of radioactive material in accordance with applicable regulations.
2.2 Set Time - Set time refers to the time required for a vaste stream which has been mixed with a binding agent to harden into a suitable product which meets the requirements of 10CFR61.
2.3 Binding Agent - Binding agent is a generic term referring to any agent which, when combined with a vaste stream, will harden into a suitable waste form meeting the requirements of 10CFR61.
Masonry and gypsum cements are examples of binding agents.
2.4 Batch - The term batch refers to the volume of a given waste stream type processed prior to beginning processing of another waste stream type. The actual volume of a batch will vary and will not necessarily be as large as the volume of the Waste Conditioning Tank.
2.5 Free Liquid - Free liquid is liquid (primarily water) which has not been chemically bonded into a solidified waste product.
2.6 Stable Product - A stable product is a solidified product which meets the waste form stability requirements of 10CFR61 and the Branch Technical Position thereto.

m 3.0 Processing Equipment Description 3.1 ATCOR System The ATCOR Radwaste Solidification System is as described in FSAR Section 11.4, " Solid Waste Management System".
This system is utilized to supply waste streams to a vendor's mobile solidification processing skid via bulk discharge connections located on elevation 810' of the Fuel Building. As stated in j-FSAR Section 11.4, only those ATCOR components, instrumentation and sampling points required to deliver waste streams to the bulk i
discharge connections are utilized.
4 3.2 Vendor Mobile Solidification Services i,
All solidifications performed at CPSES shall be performed by a vendor utilizing skid-mounted mobile processing equipment.
Solidifications shall be performed in the Fuel Building railroad i
bay area located on elevation 810', near the bulk discharge connections.
Such vendor equipment shall have sufficient
}
instrumentation in order that the processing parameters affecting the production of a stable product may be accurately controlled.
i The design of the vendor's processing equipment shall be on file with the NRC.

4.0 Program Controls a
4.1 Process Parameters The waste stream composition, moisture content, vaste stream packing efficiency, pH concentration, and set time for each vaste stream batch shall be in accordance with the limits specified in the applicable vendor's process control program for that waste stream as referenced by this document.
4 4.2 Waste Stream Sampling Prior to performing a solidification, the radioactive waste
-stream to be processed ~shall be sampled by the Chemistry and Environmental Section in accordance with approved procedures.
These samples shall be analyzed for composition, pH, boric acid concentration, and isotopic composition and concentration as appropriate.
Sampling may be performed at the ATCOR system sample point, at the holdup tank for a particular wastr. strem type or at the vendor's processing skid.
Such sampling provia.c reasonable assurance that the waste stream parameters are within the limits specified by the vendor's process control program.

- r Pegs 5 4.2.1 Chemical Adjustments to the Waste Stream Composition Adjustments to the composition of the waste stream to be solidified may be performed as necessary in order to adjust solidification parameters to within the limits specified in the vendor's process control program for that vaste stream.
Such adjustments shall be performed in accordance with TUGCo-accepted vendor procedures.
4.2.2 Recording Isotopic Composition and Concentration The results of the analysis of a sample for isotopic

composition and concentration shall be attached to the data sheet prepared for each container of radioactive waste processed and forwarded to Radiation Protection for their use in preparing the containers for storage or for transport to a burial site, 4.3 Verification of Process Parameters 4.3.1 Prequalification Testing Prior to the first solidification of a container of a given waste stream type, a test solidification shall be performed in accordance with the applicable TUGCo-approved vendor process control program and procedures and Procedure EGT-728, "Radwaste Solidification System Surveillance Tests".
This testing shall provide reasonable assurance that the vendor's binding agent, when mixed with a properly conditioned waste stream in accordance with the limits specified in that vendor's process control program, will produce a solidified product.
If such testing is unsuccessful, the results shall be evaluated as to possible causes. After such an evaluation, the testing shall be repeated.
If the results are still unsatisfactory, the waste stream shall not be solidified, but shall be returned to a holding location

specified by the Radwaste Coordinator until the situation can be evaluated further and corrected.

l 4.3.2 Surveillance Testing Prior to the solidification of every tenth batch of a given waste stream, test solidifications shall be performed in accordance with a TUGCO-approved vendor process control program and procedure and Procedure EGT-728, "Radwaste Solidification System Surveillance Tests".

4.4 Spent Filter Cartridge Processing Spent Filter cartridges shall be processed by the mobile solidification vendor by either encapsulation in a neat mixture l
of binding agent and water or by placing the spent filter cartridges inside of a high-integrity container (HIC).
Filters with high contact radiation levels shall be packaged as a stable l
waste form, while filter cartridges with low radiation levels may be encapsulated at the Radwaste Coordinator's discretion.
If the radiation level of the spent filter cartridges is low enough, as determined by Radiation Protection, the cartridges may be 4
i processed as dry active vaste in accordance with approved procedures.
' 4.5 Unsuccessful Solidifications If a container of processed waste stream fails to solidify, despite the sampling, prequalification testing and surveillance testing that has been performed in order to assure that such an event does not ' occur, the container shall be placed in a temporary storage location specified by Radiation Protection.
All further processing of this waste stream type shall be suspended until such time as an evaluation has been performed in order to determine the possible causes of the failure of the container to solidify. The affected container (s) shall not be shipped off-site until such time as a disposition based on the current regulations and conditions at that date is decided upon i

r Page 7 4.6 Quality Assurance 4.6.1 Vendor's Process Control Program and Procedures All mobile solidification service vendors utilized by TUGCo shall provide TUGCo with a controlled copy of their process control programs and procedures.
TUGCo Results Engineering shall review and approve for use all i
procedures utilized by vendors at CPSES.
In addition, the

process control programs utilized by all mobile solidification service vendors at CPSES shall be approved by the NRC and shall be reviewed and approved for use by the SORC prior to processing any waste streams in accordance with these documents. A mobile solidification vendor may not use any other vendor's process control program.
4.6.2 Operations Quality Assurance TUGCo Operations Quality Assurance shall perform all periodic surveillances and quality control inspections necessary to insure conformance with the requirements of and the procedures necessary to implement this Process f
Control Program.
4.7 Training i
All CPSES personnel responsible for the operation and maintenance
'of the radioactive waste processing equipment shall receive thorough training-in accordance with approved procedures in order to insure the safe and efficient processing of radioactive wastes at CPSES.
Records of such training shall be maintained as permanent plant records.
