1 APPLICATION FOR AMENDMENT TO j
OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission (NRC), the New York Power Authority, as holder 4
of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
The proposed Amendment to Appendix A of Facility Operating License No. DPR-59 is required to implement plant modifications to incorporate the use of the Analog Transmitter Trip System (ATTS).
The ATTS is an an electronic system designed to replace a series of mechanical sensor switches in the Emergency Core Cooling System (ECCS) and Reactor Protection System (RPS).
This system will enhance plant safety by reducing the number of cha11anges to the RPS, improve plant availability and simplify calibration procedures.
l The amendment incorporates surveillance requirements for new equipment in Table 4.1-1 (on pages 44, 45 and 45a). Table 4.1-2 (on i
page 46 and 47), Tables 4.2-1 through 4.2-6 (on pages 78 thru 85),
and revises Bases Sections 3.1, 4.1 and 4.2 (on pages 33, 38 and 61 respectively) to reflect these modifications.
The proposed changes to the Technical Specifications Appendix A are presented in Attachment I to the Application.
