Gentlemen:
This letter transmits the quarterly 10 CFR 50.59 Report of Changes, Tests, and Experiments affecting Decommissioning of the Fort St. Vrain Nuclear Station. The attached report includes l
a description of each change, test and experiment as well as a summary of the safety evaluation.
This report covers the period of November 16,1995 through February 15, 1996.
l This report is being submitted pursuant to Condition (b)(2) of the " Order Approving Decommissioning Plan and Authorizing Decommissioning of Facility", transmitted in the referenced letter, which states the following:
"The licensee shall submit, as specified in 10 CFR 50.4, a report containing a brief description of any changes, tests and experiments, including a summary of the safety evaluation of each. The report must be submitted quarterly."

FOR FSV DECOMMISSIONING
Background:
The following is a brief discussion of 10 CFR 50.59 changes to the Fort St. Vrain (FSV) facility or procedures as described in the Decommissioning Plan (DP) and tests and experiments not described in the DP, in the time period from November 16,1995 through Febniary 15, 1996.
While this report is similar to past reports of changes, tests and experiments submitted in accordance with 10 CFR 50.59, the quarterly decommissioning reports are submitted pursuant to Paragraph (b)(2) of the FSV Decommissioning Order (issued in NRC letter dated November l
23, 1992, Erickson to Crawford), which states:
"The licensee shall submit, as specified in 10 CFR 50.4, a report containing a brief description of any changes, tests and experiments, including a summary of the safety evaluation of each. The report must be submitted quarterly."

Suspension of Selected Elements of Radiation Protection Program i
l The Decommissioning Safety Review Committee approved a revision to the FSV Radiation Protection Program Administration procedure, FSV-RP-ADM-A-100, that describes provisions j
for suspending specific elements of the Radiation Protection (RP) Program when they are no longer needed. This revision recognizes the need to implement an orderly reduction in RP l
activities as dismantlement and decontamination activities progress and contamination levels and exposure rates are reduced.
This revision to the RP Program Administrative procedure allows specific RP Program elements j
to be suspended without making associated procedure revisions, if approved by both the SEG Project Radiation Protection Manager and the PSC Radiation Protection Manager. This allows a phased reduction of RP Program requirements, using appropriate management controls, without having to continually revise the implementing procedures.
FSV Decommissioning Plan Section 3.2 describes the pclicy and requirements of the Radiation Protection Program to be implemented during decommissioning of the Fort St. Vrain facility.
Although Section 3.2 does not define the process for reducing the scope of the Radiation Protection Program as decommissioning activities progress, this process is inevitable. This revision to the RP Program Administrative procedure imposes logical management controls over the termination process.

1 FSV Decommissioning Technical Specifications (DTS) Administrative Control 5.7 requires that procedures for personnel radiation protection be prepared consistent with the requirements of 10 CFR 20, and that these procedures be approved, maintained, and adhered to for all activities involving personnel radiation exposure. The revision to the RP Program Administrative procedure to allow controlled reduction in RP Program requirements is consistent with this DTS requirement.
Based on the above, it was concluded that the revision to the RP Program Administrative procedure to permit suspension of specific elements of the RP Program that are no longer i
needed, in the manner described above, does not constitute an unreviewed safety question.
