Smith letter to J. G. Keppler dated December 3, 1984
Dear Mr. Keppler:
References (a) thru (d) provided information concerning a deficiency reportable pursuant to 10 CFR 50.55(e) regarding L. K.
Comstock Document Review at our Braidwood Station.
The purpose of this letter is to provide an updated status of the corrective actions taken to resolve this issue.
This letter is considered to be an Interim Report.
Status of Corrective Actions Since the submittal of Reference (d), the L. K. Comstock Document Review Program has been placed on administrative hold.
Recent observations documented by BCAP (Braidwood Construction Assessment Program) and concerns by Commonwealth Edison's Project Construction Department have identified inconsistencies in the thoroughness of the review and a need to clarify our corrective action commitment which is discussed in the Reference (a).
Even though there were inconsistencies in the thoroughness of the review, the program did resolve concerns with records retrievab.Uity.
In addition, the program enhanced the accountabliity of installation and inspection records and improved the completeness and correctness of the records in accordance with existing site procedures.
However, not all of q
the inspection records were sufficiently reconciled as intended.

1 l As stated earlier the corrective action to prevent recurrence commitment'in Reference (a) needs clarification.
This review, as a minimum,. consists of a Level Il review, other than the original inspector and a review prior to the records being filed in.the vault.
In order to lift the administrative hold, L. K. Comstock has-been directed to revise their existing document review program.
A complete document review will then be performed to assure that each inspection record in the Quality Control file is identifiable, complete, comprehensive and properly reconciled.
Commonwealth' Edison will continue'to monitor the progress of the-entire document review program and provide a status update by 6/17/85.
Please address any questions that you or your staff may have concerning this matter to this office.
er truly yours,
(
