Dear Mr. Congel:
Enclosed is a copy of the final exercise report for the August 7, 1991, full-participation joint exercise of the offsite radiological emergency response plans site-specific to the James A.
Fitzpatrick Nuclear Power Station (JAFNPS).
The State of New York and Oswego and Onondaga Counties participated in this exercise.
The firal exercise report was prepared by the Region II staff of the Federal Emergency Management Agency (FEMA).
A copy of this report will be provided to the State of riew York by the FEMA Region 11 staff.
One Deficiency, involving the Joint News Center's failure to notify the public vin the Emergency Broadcast System of a protective action recommendation to shelter 11 Emergency Response Planning Areas, was identified during this exercise.
This Deficiency was corrected at a remedial exercise on November 13, 1991.
In addition, eight Areas Requiring Corrective Action were identif.ied.
FEMA Region 11 staff will monitor the stat"s of corrective actions relative to these issues.
Based on the results of the August 7, 1991, excrcise ind the November 13, 1991, remedial exercise, the offsite rar.,1cgical emergency response plans for JAFNPS are adequate to pt o /ide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in +.he event of a radiological emergency at the site.
Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans site-specific to JAFNPS, granted on February 1, 1985, will remain in effect.
