Niagara Mohawk Power Corporation hereby transmits an Application for Amendment to p
Nine Mile Point Unit 2 Operating License NPF-69. Also enclosed are the proposed changes to the Technical Specifications set forth in Appendix A to the above mentioned license.
Supporting information and analyses demonstrating that the proposed changes involve no significant hazards consi'ieration pursuant to 10 CFR 50.92 are included as Attachment B.
The proposed Technical Specification changes contained herein represent revisions to Sections 6.1, " Responsibilities"; 6.2, " Organization"; 6.5, " Review and Audit"; 6.6,
" Reportable Event Action"; and 6.7, " Safety Limit Violation." The proposed changes reflect restructuring of Niagara Mohawk's upper management organization. The proposed changes involve position title changes and the reassignments of responsibilities at the upper management level.
On October 6,1995, Niagara Mohawk Power Corporation filed a corporate restructuring plan with the New York State Public Service Commission. In accordance with Federal and State disclosure requirements, details of the plan were held in strictest confidence and were not made available for public or private consideration until the day of filing. The proposed position title changes and the reassignment of responsibilities within Niagara Mohawk's Nuclear Division, are associated with the October 6,1995 filing and, therefore, could not be developed until after the filing. The proposed organizational structure continues to provide the highest level of management expertise in the operation of the Corporation's nuclear generation facilities. The proposed changes provide clear management control and effective lines of authority and communication between the organizational units involved in the management, operation, and technical support for the safe operation of the facility. The proposed organization changes are an important step toward developing the company's competitive business structure. Niagara Mohawk desires to implement the proposed changes as soon as possible. Accordingly, approval of this application is requested by December 10, 1995.

Page 2 The proposed changes are administrative in nature and have no safety or environmental signincance. The basis for concluding that this request does not involve a sign 10 cant hazards consideration is included as Attachment B of our application.
Pursuant to 10 CFR 50.91(b)(1), Niagara hichawk has provided a copy of this license amendment request and the associated analyses regarding no significant hazards consideration to the appropriate state representative.
