Transmetted herewith, in accordance with 10CFR50.54(p), are the changed pages to issue 4, Revision 2.

Revision 2 is included to provide the basis for changes and to facilitate.NRC review.
The changes in'section 4.11 on pages 25 and 26 deal with the circumstances under which vehicle immobilization may be performed and the methodology for achieving it. These changes were made to address NRC correspondence dated May 20,1994 following the Commission's review of Issue 4, Revision
_ 0 of the Physical Security Plan previously submitted under 10CFR50.54(p).
4 The changes made in issue 4, Revision 2 are not considered to be a decrease in the effectiveness of the Physical Security Plan or the Nuclear Security Program for Nine Mile Point Nuclear Station.
