April 30, 1984 FACILITY: Catawba Nuclear Station Units 1 and 2 IDENTIFICATION OF DEFICIENCY:
Revisions to Motor Control Center compartments were not completed. This deficiency was identified by Nonconforming Item 18107 on March 5, 1984.
INITIAL REPORT:
On March 29, 1984, Steve Elrod, NRC Region II, Atlanta, Georgia was notified of the deficiency by D M Clark, K R Caraway, R D Carroll, and L M Coggins of Duke Power Company, Charlotte, North Carolina.
DESCRIPTION OF DEFICIENCY:
Modifications to Motor Control Center compartments were made by Design Engineering without providing a complete list of affected drawings to the field.
Those drawings omitted from the affected drawing list were Motor Control Center One Line Lists (CNLT's).
Therefore, Construction Electrical Technical Support omitted the CNLT's from the work package.
The craftsman was therefore not aware of the revision and the work required by the CNLT's was not performed.
ANALYSIS OF SAFETY IWLICATIONS:
Since CNLT's issued to the field include information such as overload heater size and breaker trip settings, there is a possibility that undesirable tripping could occur in instances where the ratings of installed components are~ not in agreement with those shown on the latest transmitted-documents.
CORRECTIVE ACTION:
Design Engineering has issued a composite revision list for all changes made to Motor Control Centers for which one-line lists (CNLT's) were issued.
These changes are being performed and inspected.
Unit 1 action shall be complete by May 11, 1984 and Unit 2 by November 1, 1984.
