This letter provides information requested in a telephone i
conference on July 15, 1981 with D C Boyd of your staff, NRC Washington Staff and the Corps of Engineers.
We are revising the Bechtel specifications for the surcharge program to resolve the NRC concerns raised during the discussion as follows:
l 1.
The crack examination frequency for the visual inspection of the borated l
water storage tank ring walls and valve pits will be daily during the' l
surcharge period.
Inspection of the valve pit walls will be performed from inside the pits.
l 2.
Surcharge loadin;; of the valve pits will be stopped if existing crack l
wid'ths or new crack formations are in excess of 20 mils in the' pit walls.

Inspection prior to surcharge loading will serve as the baseline condition.
Engineering will be notified immediately to evaluate the situation upon such an occurrence.
3.
If the maximum settlement, 1/2 inch, is reached prior to full surcharge loading, further loading will be stopped pending an engineering evaluation.
The following enclosures were requested by the NRC for information:

- 1., Borated Water Storage Tanks Ring Wall Top Elevations.
- 2., Drawing M-58 Sh 1 Rev 4 and Sh 2 Rev 6, shows the locations and elevations of the 3-inch and 4-inch pipelines.
- i., Drawing C-994 Rev 7, shows the bench mark locations for settlement monitoring. Bench Mark PBM l'will be used for settlement monitoring during the surcharge program.
We believe this additional information combined with our telephone conference call on July 15, 1981 responds to the additional concerns raised by the NRC.
We plan to carry on with the surcharging program, which was scheduled to begin on July 6, 1981 as soon as we secure NRR concurrence.
Please inform us as soon as possible if this additional information does not meet your intentions.
Another report, either interim or final will be sent on or before September 15, 1981.
