Please find enclosed copies of the following document, which contains information potentially relevant and material to matters under adjudication in the plant design and procedures phase of this proceeding, which is now before the Commission:
Licensee's Amended Response to Union of Concerned Scientists' Petition for Show Cause Concerning TMI-l Emergency Feedwater System, March 26, 1984, with attachments.
While the UCS Petition for Show Cause Concerning TMI-l Emergency Feedwater System,' dated.Januar 20,-1984, is before the Director of Nuclear Reactor Regulation and raises matters outside the scope of the Restart proceeding, UCS has made refer-ence, in its briefs to the Commission on review of ALAB-729, to Licensee's February 24, 1984 response to the UCS 2.206 petition, which Licensee filed with the Director of NRR.
In particular, UCS d.iscusses at length the Bailey E/P converters for the EFW flow control valves, and Licensee's justification for continued operation until those converters 8404090446 40406 PDR ADOCK 05000289

See Union of Concerned Scientists' Reply Brief on Review of ALAB-729 and ALAB-744, April 3, 1984, at 7-9, 19-23.
The UCS reply brief ignores, however, the enclosed amended response to the UCS 2.206 petition, which was served on UCS' counsel on March 26.
The amended response reports that since February 24 Licensee has been able to improve the schedule for replacing the E/P converters with qualified I/P converters -- which will now occur by June, 1984.
Accordingly, the justification for continued operation (which in part relied upon feed and bleed cooling) has been withdrawn.
