Dear Mr. Young:

I have completed a review of the material provided by Florida Power Corporation personnel during our site visit to the Crystal Energy Complex on August 1, 1995, related to their diesel generator facility.

My conclusion is that the diesel generator facility, due to construction and site topography, will survive a blast from twice the current design basis explosive device.

I am maintaining a file of the material provided by Florida Power Corporation.
