Dear Mr. Schwencer:

Confirmatory issue 37 of reference (1) requested that Philadelphia Electric provide information showing compliance with the guidelines of BTP CMEB 9.5-3, Item C.2 regarding administrative controls.

The performance of activities assigned to organizations by the fire protection plan will be implemented by administrative and implementing procedures. These procedures will define the administrative controls for:

(1) use of ignition sources, and associated permit systems and firevatches (2) control of combustibles, including storage, handling, use and area inspection (3) fire watch for inoperable fire detection or suppression equipment (4) site activities during fires; testing and inspection of fire protection equipment (5) training of fire brigade members (6) preparation and control of pre-firn strategy procedures (7) the conduct of quality assurance audits and surveillance.
