University of Florida Training Reactor License No: R-56, Docket-No. 50-83 The enclosed package contains Revision 12 of the Physical Security Plan (PSP) for the University of Florida Training Reactor submitted per 10 CFR 50.54(p). This revision involves two changes. These changes with minor exceptions noted below, were discussed with NRC Inspectors Orysia Masnyk and Lori Stratton during the exit interview for a material control and accountability inspection conducted on May 18-19, 1995.

The first change is in Section 3 of the approved Physical _ Security Plan (PSP) and involves removing Tables 3.1 and 3.2 on Pages 3-1 and 3-2 with their very detailed breakdown on the fuel present and how much is in each location. These two tables are being replaced with a paragraph indicating that the University of Florida is authorized to possess non-exempt quantities of special nuclear material (SNM) under the R-56 License and that the SNM is allowed in one of three places. The detail in Tables 3.1 and 3.2 is removed not only because it is out of date but because such tables would be incorrect whenever fuel is changed from one location to another, fuelis shipped or new fuelis received. Performance of the semiannual fuelinventories required by the PSP assure that fuel locations are properly tracked.

The second change involves only minor changes on one page of SOP-F.2; the first part is for an incorrect reference to an SOP section. This change is made in response to an internal surveillance to evaluate all SOPS on a biennial schedule. This change involves correcting the reference in Section 3.2.2.1 to be Section 7.4 of the SOP-F.2, not Section 7.5 which does not exist. One other change noted since the May inspection is to update Section 3.3 to indicate Form SOP-F.2A is kept in the Emergency Support Center, not necessarily in the Emergency Locker where it would be difficult to access, defeating its purpose in being readily available.

Since these changes do not alter the original intent of the SOP, we have labeled it as a Temporary Change Notice (TCN) within SOP-F.2 but we will treat it as part of Revision 12 to our Physical Security Plan to maintain Plan continuity.

The two changes noted above affect two other pages of the approved PSP. First, the title / cover page is updated to reflect Revision 12 and the current date for Revision 12 while Page ii is changed to reflect Revision 12 and the current date as well as reducing the number of pages for Section 3 from two to one. The changes on Page ii and Page 3-1 of the PSP and Page 2 of SOP-F.2 are all indicated by vertical lines in the right-hand margin for easy tracking.

Since these changes do not reduce the effectiveness of the Plan, they are submitted for approval per 10 CFR 50.54(p) to keep the UFTR Physical Security Plan updated. These changes were all approved by our Reactor Safety Review Subcommittee at its meeting on July 18, 1995.

As explained above, these changes do not reduce the security level represented in the current UFTR Physical Security Plan. If there is need for further information, please let us know.
