Dear Mr. Keppler:
Your letter dated October 5, 1973 concerning radio-activity releases from the Quad-Cities Station reactor building stack requested our plans to assure that applicable require-monts are not exceeded and that relcases are maintained as low as practicable.
The following information is provided in response to your requ est.
By letter dated October 5, 1973 the AEC Directorate of Licensing Was requested to review the existing reactor.
building ventilation stack limit.
It was proposed that this review be made on the basis of the nearest pasturable land for calcuh ting the iodine release limit.
It is estimated that this recalculation would result in an increase of approxi-mately a factor of five (5) in the iodine release limit.
On October 11, 1973 the Directorate of Licensing issued Quad-cities Technical Specification Change No. 9 which increased the reactor building ventilation stack release limit by a factor of approximately two (2).
It is our understanding that this change results from applying an improved AEC ventila-tion stack model to the Quad-Cities release Ibnit calculation.
The combination of this change and the review requested in our October 5, 1973 letter will result in total increase in the iodine release limit of a factor of approximately ten (10).
Increasing the limit by a factor of ten (10) will greatly improve our ability to assure that the applicable requirements are not exceeded.

, As discussed in previous reports concerning this subject, there have been no detected effects of the Quad-cities radioactive releases in the environment.
Specifically the iodine content in milk from surrounding dairies has shown no edetectable variation due to the operation of Quad-cities Station.
- Since~the concentration of radio iodine in the reactor building which results in a ventilation stack release at the old techni-cal specification limit is approximately one one-hundreth (1/100) of the occupational MPC, Quad-Cities personnel are on an annual average basis exposed to less than 1/100 of the regulatory requirements.
Although the technical specification requirements have been exceeded, there is adequate assurance that no health and safety hazard was created.
Operating procedures are being changed as necessary to assure releases are minimized to the extent practicable for the plant as designed and constructed.
Certain design changes have been considered; however, after review of this matter it was determined that the first and most practical approach was s
to request a review of 'he release limits using realistic bases.
It is our intent to continue to operate the Quad-cities Station within the current requirements and with releases of radio-activity as low as practicable for the plant as designed and constructed.
