Arkansas Nuclear One - Units 1 & 2 Docket Nos. 50-313 and 50-368 License Nos. DPR-51 and NPF-6 Submittal Date for AN0-182 Technical Specifications Revisions for Snubber Surveillance Gentlemen:
The purpose of this letter is to provide NRC with a revised schedule for AP&L's submittal of the ANO-1&2 Technical Specifications Revisions for srubber surveillance.
AP&L met with NRC on August 23, 1983, at Bethesda to discuss mutual concerns on tne snubber surveillance issue for AN0-1&2. At this meeting, it was agreed that AP&L would submit revised Technical Specification Change Requests (TSCRs) for AN0-1&2 which would reflect the agreements reached.
The ANO-2 TSCR submittal date was projected to be February 1,1984, and the ANO-11SCR would be 60 days after the AN0-2 submittal date.
The AN0-2 TSCR submittal date was based upon our performing a physical walkdown/veriiication of the safety-related mechanical snubbers during what was then anticipated to be an 8-week refueling outage, plus 60 days for TSCR preparation, review and approval. However, due to unforeseen problems and delays (e.g., the ANO-2 Reactor Vessel Head bolting issue),

we did not return to full power until February 25, 1984.
As a result, j
preparation of the TSCR was delayed.
Also, per our discussions with your Mr. Bob Lee, NRC requested that AP&L expedite our revised ANO-182 RETS (Radiological Effluent Technical Specification) submittal.
As a result, we prioritized the RETS response at the expense of delaying the snubber submittal, which was agreeable with Mr. Lee. Additionally, the

recent electrical fire in The First Commercial Bank Building where l
AP&L's Little Rock General Offices are located has disrupted our routine operations.
In view of the above circumstances our proposed submittal dates have been revised as follows:

ANO-2 Submittal Date May 19,1984 ANO-1 Submittal Date June 15, 1984 It should be noted that the ANO-1 schedule is within 120 days of completion of the AN0-2 outage as originally discussed.
