Interrogatory la.

NECNP Contention 10 states:

The New Hampshire RERP does not provide a " reasonable assurance that adequate protective measures can and will be taken in the event of a radio-logical emergency," as required by 10 CFR 50.47(a)(1) in that the plan does not provide reasonable assurance that sheltering is an " adequate protective measure" for Seabrook.

Response to Interrogatory la The New Hampshire RERP, in Section 2.6.5 discusses sheltering as one of the protective action options available to decisionmakers and the public.

The Plan indicated that sheltering can provide some protection for up to two hours in most of the buildings in the Seabrook area (small, woodframe domestic buildings). Depending on the nature of an accident, sheltering of this sort can provide a dose saving measure of protection as compared to no protective action, or even evacuation.

Currently lacking in the State Plan is a discussion of the sheltering options, or alternate protective responses, available for use by transients in the beach areas.

Interrogatory 2 Identify and provide access to all documents in your posession in any way relating or mentioning the New Hampshire Radiological Emergency Response Plan.
