Transmittal of Panda Project Control Plan and Quality Assurance Procedures, dated February 16,1995.-

This letter provides GE response to the NRC Reference 1 letter.

~ The PANDA startup delay has delayed the initiation of these tests to March '95, and completion to November '95. There is commensurate impact on the completion of the testing and analysis program. However, the majority of PANDA testing will still be completed by late summer '95, unless some " surprises" occur in the testing. With ;

respect to the potential impact on the " restart" decision, there are ongoing discussions with our customers on this topic. We will be discussing this with you at a later date.

As a result of GE Readiness Red '

..e Paul Scherrer Institute (PSI), GE has restructured the PANDA QA such tnat it will be done under the GE umbrella.
