INTRODUCTION The Interim Technical Report Number 9 (ITR-9), prepared by R.F. Reedy, Inc. (RFR) for the Diablo Canyon Independent Design Verification Program (IDVP) has been reviewed by Brookhaven National Laboratory (BNL).

ITR-9 summarizes the-review activities RFR perfonned to develop a list of Phase II non-seismic safety related service contractors who performed work on the-Diablo Canyon Nuclear Power Plant Unit 1 (DCNPP-1) prior to June 1,1978 that had any ef fect on the final design of the plant.

This was undertaken because Pacific-Gas and Electric (PGAE) assumed the responsibilities of Architect-Engineer and Construction Manager for the plant and as such supported and augmented their design activities with contracted design service contractors.

The result of this review is identification of those organizations which may not be addressed in the Stone & Webster review, but which must be considered for QA audit and review under Phase II of the IDVP Management Plan.

SUMMARY

The contractors list was prepared in three steps:

1.

PG&E identified, documented and submitted a detailed list of safety-related contractors.

2.

RFR met with PG&E to obtain more detailed information on the scope of involvement of each safety related contractor and the impact each contractor had on the final design of safety related items.

3.

RFR visited the PG&E offices and reviewed PG&E safety-related service contractor files to verify the contractors scope of work, work start and canpl' tion dates, interfaces with PG&E e

and other contractor interfaces.

It was found that including PG&E, there were a total of four organizations that performed safety-related, non-seismic design activities prior to June 1,1978, that affected the final design of DCNPP-1.

These are EDS Nuclear Inc., Garretson-Elmendorf-Zinov-Reibin Architects and Engineers, PG8E and Quadrex Corp.

EVALUATION The report is brief and concise.

The PG&E prepared list and the RFR work lists are included as appendices.

These permit a reviewer to independently develop a list of the subject contractors.

The report describes activities in the QA review of the plant and consequentially is beyond the scope of the BNL mechanical and structural evaluation ef forts.

However, in reviewing the report a shortcomiing was noted. In scanning the PG&E list (Appendix A ) a number of contractors seeming to satisfy the selection criteria were noted which did not appear on the final RFR prepared list.

Reference to Appendix D, a RFR prepared work list, for these contractors indicated that for each, the contractors efforts were stated to have no affect on the final design.

Little explanation for these catego-rizations is provided in the report.

Were the contracts subsequentially superceded or do'these categorizations represent judgment calls on the part of RFR or PG&E? Better clarifications for these contracts would have been appropriate.
