REVISIONS 21 AND 22 Gentlemen:
In accordance with 10CFR50.4. enclosed are four (4) copies of the CPSES Physical Security Plan. Revisions 21 and 22 (Copy Numbers: 13. 14. 15 and 16).
Summary of Changes:
Revision 21 Section 2.5 (new section) was added to incorporate administrative controls being relocated from the CPSES Technical Specifications (TS) under the provisiora of NRC Generic Letter 93-07, " Modification of the Technical Specification Administrative Control Requirements for Emergency and Security

Plans." It.is change simply supports the relocation of existing security plan administrative requirements from one licensing basis document to another so that they may be eventually deleted from the CPSES TS.
This chhnge does not impact the effectiveness of the CPSES Physical Security Plan.
Figure 2-3 was revised to change the configuration within the Secondary Alarm Station (SAS)/ hardened access control station.
NOTE: This change is scheduled for completion of construction in the first quarter 1995. This reconfiguration does not change the security function of the SAS/ hardened access control station or assigned security personnel functions within this station.

Revision 22 Section 4.2.4 has been changed to indicate that Protected Area (PA) access i
l turnstiles are now operated by card readers and either cipher code pads or biometric hand readers.
The PA access turnstiles are thus operated by using a card reader and cipher code pad or by a card reader and biometrics hand reader. The biometrics hand readers provide an alternative individua.1 b$bNibY Y

This change d-allows for the timely installation of biometrics hand readers at CPSES while ~
NRC is reviewing and processing o TU Electric submitted exemption request to I
portions of 10CFR73.55(d)(5).
The subject exemption request and related proposed changes to the CPSES Physical Security Plan were submitted to the f
NRC via TU Electric letter logged TXX-95012 dated January 16, 1995. The
}
exemption request is currently pending with NRR.
Upon NRR approval of the
}
exemption request. TU Electric intends to replace all cipher code pads with biometrics hand readers and submit a revised CPSES Physical Security Plan to reflect use of the biometrics hand readers in accordance with the changes proposed in TXX-95012.
In the interim. this plan change allows biometrics readers to be installed, tested and used at CPSES, and does not impact the

adequacy of controlling unescorted personnel access to the CPSES PA.
Section 6.2.6.3 has been changed to indicate that PA access turnstiles are now operated by card readers and either cipher code pads or biometric hand readers Ste above discussion of change for Section 4.2.4 for more information.
Section 13.1 has been changed to add the biometrics system in the access control circuitry that is tested every seven days.
Section 13.6 has been added to describe quarterly required test:; for the biometric hand readers in accordance with criteria of USNRC Regulatory Guide 5.44 An evaluation conducted per 10CFR50.54(p) has determined that the level of security system performance will be maintained at a level which will ensure protection against radiological sabotage as required by 10CFR73.55 and therefore does not decrease the safeguards effectiveness of the Physical Security Plan.
The enclosures to this letter contain SAFEGUARD INFORMATION as defined in 10CFR73.21: consequently, the enclosures should not be placed in the Public Document Room.
