h Attachment B The proposed change reflects changes made to piping systems at Ginna as a result of our piping seismic upgrade program as of July 1,
1983.
Additional changes continue to be made under the program and will be the subject of future proposals.
The seismic upgrade program is being completed pursuant to 10 CPR 50.59 and has been described in previous letters to the NRC.
RG&E previously submitted a proposed Technical Specification to incorporate requirements for mechanical snubbers.
An up-to-date listing of mechanical snubbers can be submitted when NRC review is nearing completion.
Submittal at this time would not be fruitful since mechanical snubbers continue to be added.
4 Attachment C The piping seismic upgrade program at Ginna involves upgrading safety related piping systems to current criteria.
As a result of this program, a number of mechanical shock suppressors have been added to piping systems, and two hydraulic shock suppressors currently included in the Plant Technical Specifications have been removed.
The change involves a relaxation in the Technical Specifi-cations for hydraulic snubbers because two' hydraulic snubbers are being removed.
However, this is accompanied by other changes such that the overall safety of the facility is increased.
These other changes are the addition of mechanical shock suppressors and the compliance of the affected piping systems to more stringent criteria.
In promulgating its interim final rule to comply with Public Law 97-415, the Commission published as guidelines a series of examples of amendments that are not likely to involve significant hazards considerations.

The charge proposed in this amendment comes within the intent of the Commission's example (vii), a change to make a license conform to changes in the regulations.
It does not involve a significant increase in the probability or consequences of an accident previously evaluated; or create the possibility of a new or different kind of accident from any accident previously evaluated; or involve a significant reduction in a margin of safety.
