On May 6, 1991, Alabama Power Company submitted proposed amendments to facility Operating License Nos. NPF-2 and NPF-8 for Southern Nuclear to become the licensed operator and have exclusive responsibility and control over the physical construction, operation, and maintena..ce of Joseph M. Farley Nuclear Plant, Units 1 and 2.
In this submittal, Alabama Power Company requested that the Safety Evaluation Report be issued separately from the license amendments and that Alabama Power Company would separately notify the NRC for issuance of the license amendmer.ts at such time as all otner requirements have been satisfied.

On September 13, 1991, a revision to this proposed wording was discussed l
with the NRC.
Alabama Power Company and Southern Nuclear now request that the license amendments and the Safety Evaluation Report be issued concurrently with an allowance for an implementation period after the effective date of approval.
Therefore, Alabama Power Company and Southern Nuclear propose that the last paragraph of the cover letter and Section VI of the license amendments application be amended to read as follows:
" Regulatory reviews and/or approvals in addition to that of the NRC are required before Southern Nuclear can become the licensed operator of TNP.
Alabama Power Company therefore requests that these license amendments be made effective as of their date of issuance but that the license conditions be made effective within l
90 days of the date of issuance and upon the official assumption of responsibilities by Southern Nuclear."
