Enclosed is our response to R. C. Lewis' September 12, 1983 letter to H. G. Parris transmitting Inspection Report Nos. 50-259/83-32,

-260/83-32, -296/83-32 regarding activities at our Browns Ferry Nuclear Plant which appeared to have been in violation of NRC regulations. We have enclosed our response to Appendix A, Notice of Violation. If you have any questions, please call Jim Domer at FTS 858-2725.

RESPONSE - NRC INSPECTION REPORT NOS.

50-259/83-32, 50-260/83-32, and 50-296/83-32 R. C. LEWIS' LETTER TO H. G. PARRIS DATED SEPTEMBER 12, 1983 259/83-32-02 Technical Specification 6.7.2.a requires the licensee to report abnormal degradation discovered in the reactor coolant pressure boundary "as expeditiously as possible, but within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> by telephone" with subsequent confirmation by telegraph, mailgram or facsimile transmission to the Director of the Region II office, or his designee no later than the first working day following the event.

Contrary to the above, the licensee did not notify Region II of inter-granular stress corrosion cracking (abnormal degradation) that they identified in their core spray system (reactor coolant pressure l

boundary) piping as expeditiously as possible (or within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />) and the event was not confirmed within one working day. The cracking was officially identified by the licensee on August 9,1983, but Region II did not receive the required notification or confirmation of the event until August 11, 1983 This is a Severity Level IV Violation (Supplement I).

Admission or Denial of the Alleged Violation

,TVA admits the violation occurred as stated.

Reasons for the Violation if Admitted As discussed in the details of the inspection report (page 5), TVA had planned to report the core spray system intergranular stress corrosion cracking (IGSCC) in 1.ts weekly telephone call per our practice at that time.- This was a misunderstanding on TVA's part. TVA's informing NRC at the August 9,-1983, meeting was intended to bring the most up-to-date information to NRC's attention, considering the amount of interest and media attention to IGSCC.

Corrective Steps Which Have Been Taken and the Results Achieved The official report was made on August 11, 1983, and beginning on that date daily progress reports on the inspections were made until all inspections were complete.

Corrective Steps Which Will Be Taken to Avoid Further Violations Failure to report is considered an isolated event stemming from TVA's misunderstanding as related above. No further recurrence control is required.

Date When Full Compliance Will Be Achieved Full compliance was achieved on August 11, 1983, when the event was officially reported.
