PETITION FOR HEARING AND LEAVE TO INIERVEL{g COMES NOW, Tom Saporito, Board of Directors, Floridians for Safe Energj and requests on behalf of himself, (a private citizen),
pursuant to the Atomic Energy Act of 1954, as amended (ACT.',
42 U.S.C.
2282, and the Nuclear Regulatory Commission's (NRC) rules of practice as outlined in Title 10 of the Coce of Federal Regulations, a HEARING AND LEAVE TO INTERVENE.
In accordance with the aforementioned authority and law in support of tris petit'on, I would state that:
I am a resident of Palm Beach County, Florida.

I live within the NRC's (50 mile " Zone of Interest") of the St. Lucie Nuclear Power Plant.

I fear that the action by the NRC of imposing a $37,500 civil penalty as detailed in (EA 91-052) will result in an accident at the St. Lucle Nuclear Power Plant causing a release of radiation from the nuclear plant which will cause personal harm to myself and my family and economic harm resulting from radiation damage to our personal property.
An accident and release of radiation will occur primarily as a direct result of Florida Power and Light Company's
( L icensee ), failure to:
1.
Ensure safety procedures approved by the St. Lucie plant management are accurately understood and accomplished.
