SUMMARY
OF MARCH 11, 2020, PUBLIC MEETING WITH NUCLEAR ENERGY INSTITUTE REGARDING REVISION TO TSTF-505 LICENSE CONDITION On March 11, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff held a public teleconference1 with representatives from the Nuclear Energy Institute (NEI) and others. The purpose of the meeting was to discuss the proposed revision of a Technical Specification (TS) administrative controls program for Technical Specification Task Force Traveler 505 (TSTF-505) that is proposed to be a component of implementing newly developed probabilistic risk assessment (PRA) methods2. A current draft of TSTF-579, which would provide a model of application for the TS changes was provided by the Technical Specification Task Force (TSTF).3 At the start of the meeting, the NRC staff reinforced that work on the TS changes was preliminary and should not be interpreted as a formal agency decision to allow licensee control of implementation of newly developed PRA methods.
There was general alignment about the intent of the control program, and comments were focused on best practices for writing TS requirements. A member of the TSTF volunteered to provide edits that reflect application of these best practices after the meeting.
Subsequent to the meeting, a member of the TSTF provided an unofficial mark-up of the TS administrative control program that attempted to address some of the points raised at the meeting4 that discussed how the revision to Regulatory Guide 1.200 (RG 1.200) would support efforts to establish the framework for implementation, and oversight of a change control process for newly developed PRA methods.
