This refcrs to de routine safety inspection conducted by Mt. R.L. Nimitz of your office on Apsil 12-15, 1983 at Nine Mite Point Nuclear Station Unit H1, Scriba, New York of activities ' authorized by NRC License No. DPR-63 and.to de discussions of your findings held by Mt. R.L. Nimitz with ht. T. Perkins at ne conclusion of the inspec-tion and to a. telephone conversation on May 4 and 16,1983 beAween Mt. Nimitz and Mt. E. Leach of our staff.
Item A Technical Specification _6.8 requires, in part, that. procedures be established and impicmented that meet or exceed _the require-ments and recommendations of Appendix A of. Regulatory. Guide.
1.33.
Appendix A of Regulatory Guide 1.33, 1972, recommends in Section B.10 that preparation for refueling be covered by written procedures. Procedure No. N1-FHP-2A, revision 2,
" Reactor Building Clean Room Work and Tool Control", requires in part, that material (ie., tools, consumables) inside-the normal railing location around the reactor cavity be~1nventoried
-by checklist and controlled prior to head removal and until:the reactor vessel head has been reinstalled.
Contrary to de above, with the Reactor Vesset Head ~off, on Apnit 12,
.1983 abou.t 20, one foot pieces o{ tape were observed around.the rim of he reactor vesset and were not inventoried. The tape was being used.

'2ESPONSE Att involved personnel will be notified that binoculars need to be inventoried per FHP-2A. A caution will be added.to the apptopriate maiottenance ptocedure addressing the logging in and out of tape for installing the flange ptotector.
These corrective actions will be completed ptior to.the next removat of the Reaetor Vessel Head.
