This int erim repo rt is in res pons e to the significant deficiency regarding Beave r Valley Power S t at ion, Unit No. 2 (BVPS-2) Quality Control program previously discussed in References (a) and (b).
In these references,
a de scription and evalua t ion of the Duque sne Light Company (DLC) pr ovides deficiency anl the correct ive act ion t ake n.
DLC has de t ermined that this deficiency meets the criteria stated within 10CFR50.55(e)(1)(i) as a signifi-cant breakdown in a portion of the quality assurance program.
Previously, DLC stated that results of an additional engineering evalu-a tion to es tab lish the safety significance of the subject ins pe ct ion errors will also be repo rt ed.
However, it is need le s s to do a furthe r engineering evaluation on this item to determine if 10CFR50.55(e)(1)(iii) or (iv) is also applicable since only one criteria in 10CFR50.55(e)(1) is suf ficient cause fo r report ing.
Items found unsatisfactory from the reinspection program previously described for Significant Deficiency 83-02 will be hand led by the nonnal process, which includes sc reening items fo r pot ent ial 10CFR50.55(e) criteria.
Any uns at is facto ry item found during the reins pect ion pr ogram which meets 10CFR50.55(e) criteria will result in a new reportable significant deficiency.
These ideas have been discussed with the BVPS-2 resident NRC inspector, and he concurs that this ap proach is ac ce p t ab le.
The refo re, BVPS-2 Quality Control will complete the reinspection program for Significant Deficiency 83-02 with any unsatisfactory items being handled through normal es t ab li shed pr oce-dures.
