Dear Mr. Stolz:
Under separate cover, we are transmitting three (3) original and forty (40) conformed copies of an application for Amendment to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station Unit No. 1.
This application requests that the Davis-Besse Nuclear Power Station Unit 1 Technical Specifications, Appendix A, be revised to reflect the changes attached. The proposed changes, involves:

Section 3.4.1.2 and Bases 2.
Revisions to Radiological Technical Specifications (RETS)
The attachments identifies the proposed changes and its safety evaluation and significant hazard considerations.
Item 1 concerns a change to the operability requirements of the decay heat removal system in Mode 3.
Item 2 concerns a revision to the RETS. The revision to a Table 4.11-1 to make the notation consistent with the Standard RETS issued by the NRC and the deletion of Ce-144 from the list of principal gamma emitters for LLD specifications. The justification for removing Ce-144 is to be added to Appendix J.
This amendment request involves one change of Class III and one revision to a previous submittal. Therefore it is determined to be a Class III request and enclosed is a check for $4,000 as requested by 10CFR170.22.
