Dear Mr. Keppler:
The subject bulletin identifies NRC findings that the Hayward Tyler Pump Company (HTPC) failed to effectively implement its QA program.
As a result of the findings the NRC has required licensees and con-struction permit (CP) holders who plan to use a pump manufactured by HTPC to conduct certain performance / endurance tests to ensure pump reliability and that the requirements of 10 CFR 50 are met.
Public Service Company of Indiana, Inc. (PSI) was identified in to Bulletin 83-05 as the purchacer of two (2) HTPC service water booster pumps for use on the Marble Hill Diesel Driven Auxiliary Feedwater Pump System. These HTPC pumps have not been commercially accepted for installation on the Marble Hill Project. PSI's response to each of the action items in the bulletin is attached for your review.

Review all ASME Code pumps manufactured by HTPC and provide a list of affected pumps and their service application.
Response: Attachment 1 to Bulletin 83-05 identifies PSI as the purchaser of two service water booster pumps for use on the Marble Hill project. These Hayward Tyler pumps are to be provided as part of the two auxiliary feedwater pump drives (1/2SX04P). PSI is reviewing documentation to determine if any additional vendors supplied safety-related pumps manufactured by HTPC. PSI will provide a complete list of vendor supplied safety-related HTPC pumps or notify the NRC that no other Hayward Tyler pumps were discovered upon completion of this review.

Provide a summary of the inservice test requirements or plans to develop inservice test requirements for each affected pump at your facility.
Response
Inservice test requirements have not yet been developed. When test requirements are developed, they will be done so in accordance with ASME Section XI, Subsection IWP.
Ic.
Conduct a pump performance test to assure that each pump will perform its intended safety function. As a minimum, this test should contain the criteria given in Attachment 2.
In addition to the criteria presented in Attachment 2, it should be demon-strated that the pumps operated satisfactorily for a minimum duration of 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> without maintenance or repair. Provide the results of the pump tests or, if testing has not been completed at the time of the bulletin response, provide a description cf the test plan.
Response: A pump performance test will be conducted and will include the criteria given in Attachment 2 of the bulletin.
In addition, the pumps will be subjected to a 48 Sour endurance test to ensure that they operate satisfactorily. PSI is currently making arrangements for both of these tests to be conducted at the Hayward Tyler facilitics and PSI personnel to witness the tests.
PSI will review the performance test data upon submittal to ascertain the pumps ability to perform its intended function. This will be established as a condition to be met by the vendor prior to PSI's commercial acceptance of the pumps.

Provide the results of the required ASME Code system hydrostatic pressure test that was performed at your facility when the pump was tested and any corrective actions taken as a result of the test.
If the system hydrostatic test has not been completed, provide the test plans.

Response: The pump vendor will be directed to submit the results of previously performed hydrostatic testing in full satisfaction of this bulletin action item.
This will be established as a condition to be met prior to PSI's commercial acceptance of the pumps.
Preoperational hydrostatic test requirements have not yet been developed. When the preoperational hydrostatic test requirements are developed, they will be done so in accordance with ASME Section III, Subsection ND.
2a.
Review the HTPC recommendations on replacement parts given in.
For those facilities that have not yet installed the replacement parts, implement the recommendations given in in your procedures for pump assembly or provide the basis for any deviations.
Response: The recommendations for replacement parts contained in Attachment 3 to Bulletin 83-05 will be incorporated in station maintenance procedures.
If any HTPC manufactured spare parts are procured, PSI will ensure that the parts were not manufactured during the period of concern (1977-81).
2b.
Provide the information requested in Item lb.
Response: See Ib above.
2c.
Conduct a pump performance test as specified in Item Ic unless it can be demonstrated that the spare part in question will not affect any parameters that are measured or function demonstrated by the test.
Response: Any spare parts purchased by PSI will be of equal or better quality than HTPC parts.

For spare parts that form part of the ASME Code pressure boundary, perform the actions required in Item Id.
Response: Not applicable to Marble Hill (see response to 2a above) 3.
Nuclear reactor facilities holding an operating license or a construction permit, are to submit a report describing the results of the actions taken or planned for Items 1 and 2 within 90 days of receipt of this Bulletin.
Response
This report satisfies the action item.

Nuclear reactor facilities holding an operating license, are to complete the actions requested by Items Ic and 2c, as applicable, prior to startup from the outage during which the pump or part is installed or, if the pump or part is already installed, before startup from the next refueling outage.
Response: Not applicable to Marble Hill J

Nuclear reactor facilities holding a construction permit, are to complete the actions requested by Items Ic and 2c, as applicable, before issuance of the OL.
Response: As previously stated, the required tests will be run prior to PSI's commercial acceptance of the HTPC pumps for installation. Therefore, these tests will be completed prior to issuance of the operating license.
6.
Those holders of construction permits whose construction permits are suspended, delayed, or cancelled are to take no action unless reactiva-tion of construction or transfer, sale, or other consignment of the subject pumps, or spare parts to another nuclear plant site is contem-plated.
Response
Not applicable to Marble Hill.
Approximately sixty (60) manhours of staff time have been expended to date on the review of and response to Bulletin 83-05.
Upon completion of the review of documentation to identify any additional HTPC pumps supplied to Marble Hill, PSI will update this estimate.
