UNITED STATES NUCLEAR REGULATORY COMMISSION In the Matter of-Docket Nos. 50-277 PHILADELPHIA ELECTRIC COMPANY 50-278 APPLICATION FOR AMENDMENT OF FACTLITY OPERATING LICENSES DPR-44 & DPR-56 Philadelphia Electric Company, Licensee under Facility Operating Licenses DPR-44 and DPR-56 for Peach Bottom Atomic Power Station Unit Nos. 2 and 3 respectively, hereby requests that the Technical Specifications incorporated in Appendix A of the Operating Licenses be amended as indicated by a vertical bar in the margin of attached page 183 to provide clarification of an isolation trip feature on the High Pressure Coolant Injection
.(HPCI) system.
i Isolation of the two inch HPCI turbine exhaust drain line is provided by redundant valves 4247 (5247) and 4248 (5248).
The first designation number refers to Unit 2 valves; the number
in parenthoeis to tha Unit 3 valvas. -Valvo 4248 (5248) receives all three group 4 isolation signals;,however, valve 4247 (5247) receives;only two signals (HPIC steam line high flow and HPCI steam line space high temperature).
As shown in Table 3.7.1, page 181, of'the Technical' Specification, isolation of the drain

line to the gas side of the suppression chamber from the third
' signal'(HPCI steam line low pressure) is provided by the HPCI turbine exhaust vacuum. breaker isolation valve 4244-A (5244-A).
The design ~ meets the isolation criteria of 10 CFR 50, Appendix A, General Design Criteria; however, the Peach Bottom Technical Specification does not reflect the use of three valves to provide all the isolation features.
Two signals are used to isolate the HPCI system on a HPCI line break, high HPCI steam flow and high temperature along the HPCI steam line or in the HPCI equipment room.
These two signals satisfy-the requirement for initiating signal diversity 4
I for all postulated line break scenarios.
Although the HPCT low steam line pressure signal also closes the HPCI isolation valves, this signal is not required to ensure isolation of the system in the event of a line break.
Hence, this low pressure signal is considered a process signal and is not redundant.
The lack of a 4
low steam line pressure signal for one of the two valves in the HPCI turbine exhaust drain line has no effect on either isolation of the drain line on a-HPCI line break or on shutdown of the system after it has performed its safety-related function.
This change involves a clarification of the Technical Specifications to reflect the actual plant design and does not involve a technical safety issue.
Accordingly, Philadelphia Electric
' -Company requasts a revision to page 183 of the Peach Bottom Technical Specifications to clarify the design of the isolation
. control logic for one of the HPCI steam line exhaust drain valves.
Pursuant to'10.CFR Section 170.22, " Schedule of Fees for Facility License' Amendments", Philadelphia Electric Company proposes that this Application for Amendment he considered a Class.III Amendment for Unit 2, and a Class I Amendment-for Unit 3, since the change is deemed not to involve a significant hazards consideration.
The Plant Operation Review Committee and the Operation and Safety Review Committee have reviewed these proposed changes to the Technical Specifications and have concluded that they do

not involve.an unreviewed saEcty question or a significant. hazard consideration; and will not endanger the health and safety of the public.
