Dear Mr. Haynes:

This letter provides notification of Reportable Occurrence 83-08, pursuant to the requirements of Millstone Unit 2 Appendix A Technical Specifications, Section 6.9.1.8.b.

This repo?. concerns operation of the unit with a limiting condition for operation in a less conservative condition than is established in Technical Specifications. The limiting condition for operation affected was under the Plant Systems section and changes in plant operating nodes were made while operating under Action Statement 3.7.8.1.

Specifically, Section 3.7.8.1 requires that all hydraulic snubbers listed in Table 3.7-1 be operable in Modes 1, 2, 3 and 4.

One hydraulic snubber on a turbine Extraction Steam line was inoperable. The plant was in Mode 2, 2.5%

reactor power, awaiting Steam Generator chemistry cleanup. To facilitate blowdown and cleanup requirements, the feedwater train was being transferred frm Auxiliary Feedwater to the Main Feedwater Pumps. During this transfer while feeding the Steam Generators, a tmperature transient caused a mmentary power spike. Reactor power went to 5.5% power and inmediately (within 2 minutes) returned to 2.5% power. Since 5.5% power signifies an entry into Mode 1 (greater than 5% power) while still operating under Action Statenent 3.7.8.1, a prmpt notification is being made pursuant to the requirements of Section 3.0.4.

The hydraulic snubber was returned to operable status 3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> later.
