Attention: Mr. James P. O'Reilly Gentlemen:
On September 30, 1982, Mr. C. W. Hayes of Georgia Power Company reported a potential deficiency to Mr. John Rogge of the US NRC.
In our interim report, Georgia Power Company stated additional information would be sent to the NRC on February 18, 1983.
The attachment to this letter provides this information.
Georgia Power Company is still conducting an evaluation to determine if this item constitutes a reportable deficiency and expects to submit a final report to the NRC by August 5, 1983.
This response does not contain any proprietary information and may be placed in the NRC Public Document Room upon receipt.

ATTACHf1ENT HVAC DUCT SUPPORTS-DESIGN INCONSISTENCIES B'ackground Information:
'During a Georgia Power Company quality assurance audit, it was noted that the contractor erecting HVAC duct supports was not following the installation pro-cedure.
Furthermore, ambiguities were noted on the design drawings which were subject to misinterpretation.
The structural supports for all HVAC ducts are represented by approximately 200 standard types'.
Each of the approximately 9200 individual supports are categorized into one of the standard types and the specific info'rmation for each support, (i.e., member sizes and lengths, connection details and options, support location, etc.) is provided on engineering design drawings in the form of plans, detail sheets, and schedules. The supports are essentially composed of structural steel angle sections, structural steel tube sections, and steel plates, with either bolted or welded connections.
Pullman Construction Industries (PCI) produces individual shop drawings for each support and fabricates the supports which are installed by Pullman /Kenith-Fortson (P/K-F).
Deficiency
Description:

.s was required by P/K-F design control procedure V-3.1.F.
GPC QA also identified ambiguities in the Bechtel Power Corporation (BPC) engineering design drawings which required clarification by BPC to eliminate possible misinter-pmtation by P/K-F and GPC during erection and inspection, as well as possible mis-interpretation by PCI when developing the shop drawings.
Given the conditions as described above, there is the potential that some HVAC duct supports as-built conditions, shop drawings, and engineering design drawings are not in agreement with each other.
Disagreements may exist in member sizes and lengths, bolt sizes, weld sizes and lengths, and information may be missing.
Status of Evaluation:
Georgia Power Company instructed BPC to initiate a task force to review all HVAC duct support standard design drawings to identify, evaluate,-and remove any ambiguities, and to make improvements in clarity and completeness, if necessary.
Of the 200 standard support types reviewed, approximately 30 contained some form of conflicting or missing information.
All duct support standard design drawings have now been reviewed and revised as necessary by BPC after coordination with GPC to clarify any ambiguities and include missing information. All future issues of new duct support standard design drawings will be given a similar review to prevent recurrence of this problem. BPC has reviewed PCI shop drawings for 726 of 2200 supports which had already been in-stalled as of September 24, 1982. 698 have been statused such that work may proceed, and 28 require further investigation. The balance of the PCI shop drawings for the 2200 installed supports are scheduled to be reviewed by BPC by July 1,1983. BPC has alsG reviewed approximately 2100 PCI shop drawings of supports which had not been installed as of September 24,-1982.

Except for the 28 PCI shop drawings which require further. investigation, the discrepancies found in the BPC review thus far (repre-senting more than 2800 supports) are of a minor or cosmetic nature (i.e., missing
- details, incorrect support elevations, incorrect bill of material, member sizes larger than required, individual dimensions do not add up to. the total ~ length).
Again, Georgia Power Company will submit a final report on this concern by August 5,1983.
